The Secret Order was a covert organization that existed within the ranks of the Shi'ar Imperium. They consisted of members of the Shi'ar ruling caste who disagreed with the pacifistic policies of Majestrix Lilandra Neramani. These individuals held the view that Lilandra had brought ruin to the Imperium due to her marriage to Charles Xavier and that her policies weakened that Shi'ar race. They held the view that instead of polluting their species, the empire should return to the greatness held by its previous rulers. As a result, they intended to find a means of bringing D'Ken Neramani out of his coma and return him to the throne. Among those that made up this conspiracy included Chancellor Araki who served Lilandra herself. Deathbird was also aware of the existence of the Secret Order.
Emperor's Progress[]
When Vulcan was defeated by the Imperial Guard in 2008, he was taken into captivity but was released by a soldier of the Secret Order who claimed that there were some who disagreed with how Gabriel Summers had been treated. This soldier died but allowed Gabriel to escape and his exploration of the prison led him to freeing Deathbird from her captivity. He would question her on the Secret Order though she refused to answer as she did not believe she could trust him. Afterwards, Summers was responsible for awakening D'Ken from his coma by using his abilities which saw Lilandra overthrown as leader of the Imperium. However, Vulcan would betray D'Ken and take the mantle of Majestor of the Shi'ar Empire.
When Araki reported that many Shi'ar were dissatisfied with Vulcan on the throne, Deathbird maimed him and stated that he along with the Secret Order should remain that Gabriel now sat on the throne whether they liked it or not. After speaking personally with Lilandra, Rachel Summers discovered that it was not the former Majestrix who dispatched the Shi'ar Death Commandos to eliminate the Grey Genome but rather it was the Secret Order responsible for ordering their deployment on Earth.
